Taxes Definition: Types, Who Pays, and Why
The method of taxation and the government expenditure of taxes raised is often highly debated in politics and economics. Sales taxes are charged at the point of sale when a customer executes the payment for a good or service. The business collects the sales tax from the customer and remits the funds to the government. Taxes are mandatory contributions levied on individuals or corporations by a government entity—whether local, regional, or national. Tax revenues finance government activities, including public works and services such as roads and schools, or programs such as Social Security and Medicare.

The only other laptop that comes close is the Asus Zenbook tax tips and guides for beginners A14, whose unique Ceraluminum chassis is 0.01-pound heavier than the X1 Carbon Gen 13. CNET’s expert staff reviews and rates dozens of new products and services each month, building on more than a quarter century of expertise. Those who only buy Lenovo ThinkPad laptops because they require the exclusive TrackPoint in the middle of their keyboard will be satiated by the X1 Carbon, which sits at the top of the premium ThinkPad pile. 4/5 — A more efficient chipset helps squeeze more life out of this battery, but the X1 Carbon’s power-hungry display takes its toll.
We measured similar behavior, power limits, fan noise, and temperatures as described above. As far as the software goes, this ThinkPad gets the Lenovo Vantage control app with access to the power profiles, battery and screen settings, updates, etc. The CPU on this review unit is the Core Ultra 7 258V, but a few other options are available as well.
Familiar weaknesses remain, though, and the X1 Carbon still can’t quite compete with the best ultrabooks in performance or battery life. Lenovo’s ThinkPads are known for their superior build quality, industry-leading keyboards, unique TrackPoint nubs and excellent performance and battery life. The X1 Carbon has long been the flagship ThinkPad, thanks to its light weight, plethora of ports, and luxurious carbon fiber / magnesium chassis. If you’d rather save the hundreds of dollars and don’t care that much about GPU performance and even runtimes on battery, sure, those could be options worth considering. Although governments must spend money on tax collection activities, some of the costs, particularly for keeping records and filling out forms, are borne by businesses and by private individuals. This fact can be used as the basis for practical or moral arguments in favor of tax simplification (such as the FairTax or OneTax, and some flat tax proposals).
You still get MIL-STD 810H durability standard certification and a spill-resistant keyboard. That expertly balanced hinge with one-handed opening returns, and everything looks familiar once you open the laptop. Thinner, lighter, faster, and longer lasting — the new ThinkPad X1 Carbon defies belief in a number of ways and is overall an incredibly ultra-portable, ultra-premium enterprise-grade laptop. This is one of the best in the business, though, and the pricing isn’t as extreme as I’ve seen.

Battery life aside, there has never been much wrong with the ThinkPad X1, and now that that feature has gone from its main weakness to its principal strength, we are even more confident that the Gen 13 ThinkPad X1 is the best compact business laptop in the world.

That’s an outstanding result, a good six hours better than you’ll see from an M4 MacBook Air and close to the best we’ve seen from the new Snapdragon-powered Windows-on-Arm machines. After an hour of running flat out, the CPU utilization dropped to 80% while the GPU stayed nailed to 100%. Even at full chat, fan noise is impressively subdued, though it’s noisier than the passively cooled MacBook Air. There’s no need to repeat the assertion that Intel’s latest 140V and 140T Arc integrated GPUs are a huge step forward from the Xe, suffice it to say the X1 can run the SPECviewperf 3dsmax 3D modeling benchmark at 27fps, close to double what an Xe iGPU can manage. All told, the X1 can be had with 12 different Intel Core Ultra S2 processors, though of course some of those are the same but with different amounts of memory, thanks to the Core Ultra S2’s integrated RAM. The Aura Edition models come with either the Core Ultra 7 258V or 268V processor with 32GB of RAM and the Arc 140V integrated GPU.
Furthermore, the typing experience is way better than on a MacBook Air, Lenovo Yoga Slim, or Apple Zenbook S14. There’s also a notch on the screen part that allows to easily lift up the display. The hinges are the right balance of stiffness and smoothness, and allow for a 180 flat opening. The overall build quality is excellent with this chassis, without any creaks or squeaks, or funny noises.
As of mid-2025, Lenovo also offers this series with Intel Arrow Lake U hardware (Core Ultra 5 225U, Core Ultra 7 255U, etc). Many low-income countries have a tax-to-GDP ratio of less than 15% which could be due to low tax potentials, such as a limited taxable economic activity, or low tax effort due to policy choice, non-compliance, or administrative constraints. This includes natural resources consumption tax, greenhouse gas tax (i.e. carbon tax), « sulfuric tax », and others. As early as 1920, Arthur Pigou suggested a tax to deal with externalities (see also the section on Increased economic welfare below). The proper implementation of environmental taxes has been the subject of a long-lasting debate. In some societies, tariffs also could be imposed by local authorities on the movement of goods between regions (or via specific internal gateways).

Somehow, this chassis doesn’t do a good job isolating the hardware from the main case. On the CPU side, the lower sustained TDP translates to 10-20% lower scores than on some other Lunar Lake implementations. This ends up scoring about 8% lower than the same 258V in the Zenbook S 14 (at 24W sustained) and 20% lower than in the Yoga Slim 7i (at 30W sustained), while running quietly. It’s also running much quieter than the previous X1 Carbon gen12, which allowed for 27W sustained TDP on the Ultra 7 155H platform, with 20-25% higher scores in this multithreaded load.
- Finally, there’s an FHD camera placed at the top of the screen, with IR and a physical shutter.
- To summarize, OLED displays can flicker at high rates to maintain brightness, especially at dimmer levels.
- Shield Mode is supposed to use the webcam to warn you when someone is looking over your shoulder or blur your screen so they won’t see your work, but I was unable to make this happen by having someone lurk behind me.
- Below, we will take a look at various tax situations in the United States.
- That allows for scores just under 800 points, roughly 70% of what the laptop delivers on Best Performance.

You get more configuration options (including a haptic touchpad and cellular connectivity) and a lower price, the perfect compromise if you’re fine with worse battery life and fewer AI features. If you’re looking for excellent productivity in a paper-light chassis, the X1 Carbon (Gen 13) is hard to beat. Its main competition at the time of publication is the 12th Gen X1 Carbon which is available with less RAM and a lesser screen for less money (starting at $1,396 right now). The older model has shorter battery life with the same OLED screen, but probably would get similar or longer endurance if you buy it with an IPS panel (which is not an option for the 13th Gen model). You can also custom configure the 12th Gen model to have 64GB of RAM, while the 13th Gen SKUs top out at 32GB.

- You can read more about PWM dimming and flickering from my colleague at AndroidCentral.com.
- The X1 Carbon’s screen hit 379 nits of brightness on our light meter, which was within a few points of the Dell XPS 13 (9350) and last year’s ThinkPad X1 Carbon (Gen 12), which we also tested with an OLED panel.
- Income-tax systems often make deductions available that reduce the total tax liability by reducing total taxable income.

To help fund public works and services—and to build and maintain the infrastructure used in a country—a government usually taxes its individual and corporate residents. One example is Shield, which aims to improve user security by using a proximity sensor to blur the screen if you move away from your laptop or someone looks over your shoulder. Another called Attention reduces distractions by limiting notifications for a set duration, while Wellness keeps an eye on your well-being by monitoring your posture and time spent looking at the screen. The port selection is great, even if both Thunderbolt 4 ports are located on the left side.
